ブタの断末魔に戸惑い 自衛隊が殺処分支援完了へ 隊員のメンタルに配慮 （2019年2月8日21時2分 産経新聞）
豚コレラをめぐる豚の殺処分の支援で延べ千人余りの隊員を３県に出動させていた自衛隊は９日にも支援を終え、隊員を撤収させる。
豚コレラの発生は平成４年以来のため隊員にとって支援は未知の任務で、豚の断末魔の叫びに戸惑う隊員もいた。東日本大震災での対応の教訓で隊員の精神的負担を和らげるメンタルヘルスも重視した。
豚コレラの感染は５府県に広がり、このうち自治体だけでは対応できない愛知、岐阜、長野の３県の知事から自衛隊に災害派遣の要請があった。これを受け、陸上自衛隊の第１０師団（愛知）や第１２旅団（群馬）を中心に延べ１０５５人の隊員が６日から出動し、２４時間態勢で支援活動にあたった。
活動内容は（１）豚舎内での豚の追い込み（２）殺処分した豚や餌などを埋却地に運搬して処理（３）養豚場の消毒支援－で、隊員に最も負担が大きかったのは豚の追い込みだった。獣医師が注射や電気ショックにより殺処分するにあたり、豚を集めたり、暴れないよう押さえたりすることが求められた。
ある自衛隊幹部は派遣された隊員から、「命あるものを処分せざるを得ないのは心苦しく、たとえようのないむなしさの中、心を無にして臨んでいる」との報告を受けた。愛らしい子豚を正視できない隊員や、豚舎に悲鳴が響き渡るのに悩まされる隊員もいた。
こうした経験は隊員に無力感を抱かせかねない。東日本大震災では多数の遺体を収容した隊員が精神的に消耗しないよう一日の活動を終えた後、隊員同士で苦しみや痛みを共有する時間を設けた。それを教訓に今回も同じような時間を取り、心理カウンセリングが専門の隊員も派遣した。
自衛隊が派遣されていた３県のうち岐阜、長野両県は８日に支援を終了し、愛知県についても早ければ９日に終える見通しだ。
この記事を読んでいて、思い出したことがある。
1972年から1975年にかけて発生当時は全く原因不明であった妊娠牛による流産・死産・奇形産で、全国で４２０００頭もの子牛が死亡した。この時小生は、牛の生産地である千葉県、茨木県、鹿児島県などを車で駆けずり回って、家畜衛生試験場などからデータを収集したり、病気の奇形子牛の脳をもらい受けたりした。（当時小生はダイオキシンの研究をしており、原因として農薬や飼料添加物へのダイオキシンの混入を疑っていたからである。結局、ヌカカという蚊が媒介するアカバネウイルスが原因であると同定されたのは、流行が収束してからであった。）
当時各地の獣医師の方に大いにお世話になったのだが、ある老獣医師の言葉が今でも忘れられない。
「僕ら獣医師は病気の動物の命を救う仕事が使命だと教育されてきたんだ！ 発症原因が今だ全く不明なので、感染症かもしれないという懸念から、感染の拡大を防ぐためには予防措置として殺処分はやむを得ないとはいえ、奇形牛を殺す側に立たされるのには耐えられない！！」
この時は、獣医師は牛の殺処分に自分で手をかけたわけではないが、今回の豚コレラの件では万を超える頭数の豚が殺処分されている。この上記の記事によると 獣医師が注射や電気ショックにより殺処分する とある。実に残酷な役回りだと思う。
それにもまして、実に同情に耐えないのは、豚の殺処分に動員された自衛隊員たちの役割である。彼らが目の前で殺されゆく阿鼻叫喚の豚たちを見て、しばらくは、いわゆる「心的外傷後ストレス障害（PTDS）」で悩まされるであろうことは小生には十分すぎるほど理解できる。
最近小生は近親者が逝去してすっかり気持が鬱（うつ）気味になっているので、こういう記事を読むと一層気が滅入る。

付記1：岐阜県では豚コレラに対していったん終息宣言を出して、自衛隊員を引き上げたようだが、他の養豚場で10カ所目が再発して、下記の記事のようにまた自衛隊員に動員がかかった。
家畜伝染病「豚（とん）コレラ」の感染が拡大している問題で、岐阜県は十九日、新たに同県瑞浪市の民間養豚場の複数の豚で、豚コレラの陽性反応を確認した。昨年九月以降、県内の飼育施設での確認は十カ所目。県は陸上自衛隊第一〇師団（司令部・名古屋市守山区）に災害派遣を要請し、飼育していた全約五千八百頭の殺処分を進めている。
埋却は約八キロ離れた場所で行い、三月三日までに一連の防疫作業を終える。
県によると、十八日に養豚場から「一週間前からエサの食いが悪い豚がいる」と県東濃家畜保健衛生所に連絡があった。立ち入り検査で三頭が死んでいるのを確認。同じ豚舎の二十頭の血液検査をしたところ、複数から陽性反応が出た。
県は半径十キロ以内にある別の養豚場一カ所（三千四百二十頭）と、一頭を飼育する個人一人に対し、出荷などの移動を制限。陽性反応が出た今回の養豚場に豚を出荷したり、同じ食肉センターを使っていたりした県内の八養豚場についても、出荷などを制限した。
今回の養豚場は地域のブランド豚肉向けの豚を飼育していた。県は、経営者が同じでこの施設に子豚を出荷していた同県海津市の養豚場でも、感染の有無を確認している。

ツバキの奇形花

双葉町の空間線量が毎時15.4マイクロシーベルトといまだに非常に高い民家の庭で、３メートルの高さの1本のツバキの木が５００輪ばかりの花をつけていたが、そのことごとくが奇形であった。雄しべや雌しべや花弁の乱れが著しい(図２，３，５，７）。一部は双頭であり、小生がこれまで調べてきたタンポポの「帯化」現象と似ている(図４、図６）。
このツバキの10メートル横にあるツバキの木の花は同じ種類のツバキの品種と思われたが、すべて正常な花をつけていた。
雄しべや雌しべが花弁になったりする奇形花は、サザンカやボタンでもよく見かける。しかしこのツバキは全花が何らかの奇形を示しており、枝の先端の生長点が放射線に感受性の品種ではないかと思われる。最初からこの木の持ち主はこういう奇形花を観賞用に植えていたいた奇特家なのかもしれない(その場合はトランスポゾンの可能性があるが、花弁に特徴的な色素が抜けた縞模様などがないので、その可能性は低いと思われる）。原発事故前のこの木の花の状態がどうだったのかご本人に聞いてみたい気がする。
原発事故以来のこの場所の積算線量は優に１０００ｍＳｖを超えているだろう。放射線感受性の樹木の突然変異が起こらないほうがおかしい高線量地帯なのである。
