On February 19, 2013, Bolton has contributed a paper titled "How to respond to the threat of North Korea" to the Wall Street Journal of the United States of America.

There, he criticized the Obama administration as accepting North Korea's nuclear weapons halfway, declaring that there is a movement to restrain and contain containment, as "defeatism" and increasing North Korea.

The United States can relieve tension with Japan at least by redeploying some US forces from Okinawa to Taiwan.

Besides, if you look at the current Philippine leadership, there is little opportunity for strengthening military cooperation in the foreseeable future.

この記事では、ボルトンの外交・安保政策のうち、特に日本に影響が大きい北朝鮮政策と台湾政策を紹介してみます。

ボルトン北朝鮮政策:日韓核武装を否定せず

ボルトンは2013年2月19日に、米紙ウォールストリート・ジャーナルに「北朝鮮の脅威にどう応えるか」と題した論文を寄稿しています。

そこでは、オバマ政権が北朝鮮の核保有を半ば受入れ、抑止や封じ込めでよしとする動きがあるとしたのを「敗北主義」と断じ、北朝鮮を増長させていると批判しました。

北朝鮮の核を破壊するための軍事攻撃の犠牲が大きさを危険視し、北朝鮮にエネルギーの9割以上を供する中国に圧力をかけ、金正恩政権を崩壊させる圧力をかけるべきことを論じました。

残念ながら、中国は独自の論理に従わず、北朝鮮の政策はずっと統合失調症であった。

中国は、北朝鮮の核開発計画を非難している。

ボルトンは、17年1月に、沖縄米軍の一部を台湾に移転するプランをWSJ紙で提言し、「一つの中国」の見直しを提唱しています。

「一つの中国」の再交渉(Revisiting the ‘one China’ policy)

今月(17年1月)の初めに、中国は空母「遼寧」に台湾海峡を通過させた。

少なくとも、これは、蔡英文台湾総統がトランプ氏(当時は就任前)に当選祝いの電話を入れたことへの対応の一部であった。

そのうえ、現在のフィリピン指導部を見るならば、予見できる未来に、米比の軍事協力を強化する機会はあまりなさそうだ。
