トランプ 不動産王から破産者、そして大統領へ
2017年1月20日にトランプ大統領が正式就任しました（敬称略）。
トランプは「あぶないおじさん」だと思われがちですが、若い頃にさかのぼると、実業界のスターだったのは事実です。
70～80年代の米国を知っている方は彼のサクセスストーリーを知っていますが、今の若い人の多くはそうではありません。
同氏の評価には賛否が分かれるものの、昔から活躍してきた大御所ではあるので、その人生には、何らかの成功のヒントが隠されているのではないでしょうか。
本記事では、その成功の秘訣をさぐってみます。

トランプは不動産業を父から学んだ

ドナルド・トランプの成功の背景を探る上で、父親のフレッド・トランプを無視することはできません。
フレッドには四人の子供がいましたが、長男は何をしてもうまくいかない人だったので、天才肌の二男が結局、家業の不動産事業を継ぐことになりました（三男はいい人でしたが、ドナルドほどの才覚がなく、優秀な長女は弁護士となりました）。
フレッドは叩き上げの事業家でした。
フレッドは11歳の時に父（ドナルドの祖父）を失うと、靴磨きや材木運び等の仕事を始め、ニューヨークのクイーンズ区やブルックリン区で不動産事業者として成功しています。フレッドは低コストで高層住宅団地などをつくり、前述の二区を縄張りとして一財産を築いたのです。
フレッドの総資産は1973年の時点で4000億ドルでしたが、ドナルドが父の下で働き始めてからの5年間で、これが4000万ドルから2億ドルに急増しました（ジェローム・トッチリー『交渉の達人トランプ』P68）。
このフレッドの商売の仕方は、ドナルドを理解する上でも非常に重要です。
（フレッドは）「通常の銀行レートで利息を支払わなければならない時には借入金の額を抑え、低金利の公的融資を利用できる時には最大限にそれを活用するよう、常に注意を払っていた。そして彼が建設した家やマンションの数々は、その後の値上がりで大幅に資産価値を伸ばしていたのである」（『交渉の達人 トランプ』P55～62）
形は変わりますが、「低コストで物件を買う」という考え方はドナルドにも受け継がれていくからです。
前掲書では、ドナルドが「資産を担保に再融資を受けることを父親に提案した」話が出ていますが、当時、ほとんどの資産は担保借入金を返済し終わっていたので、市場価格の90～100パーセントの再融資を受けられたと書かれています。
しかし、父と息子ではレバレッジについての考え方が違いました。
堅実な父は「支払利息は家賃収入で払える」と熱弁する息子に根負けして再融資を承認しましたが、ドナルドが望むマンハッタン区への挑戦にはなかなかゴーサインを出さなかったので、ドナルドがマンハッタンで事業拡大に踏み出すのは、1971年に父から事業を継いでからになります。
「大きく考える」ことが躍進の原動力
「大切なのは、あなたの思考のサイズだ。どれだけでっかく考えられるかが、どれだけでっかく成功できるかを左右する。ほかの事柄は二次的な意味しか持たない」（桑原晃弥著『ドナルド・トランプ 勝利への名語録』P31）
「大きく考える」ことを繰り返し訴えるトランプ氏は自己啓発系の成功哲学の影響を受けています。
トランプが所属していた教会の牧師は、ベストセラーになった『積極的考え方の力』の著者ノーマン・ヴィンセント・ピール氏でした。
同氏の初めの結婚式もピール氏が司っているので、彼は成功哲学ともご縁が深いのです。
ドナルドはレバレッジをきかせてマンハッタン区で一機に勝負に打って出るわけですが、このあたりでフレッドとの違いが明確になります。
ドナルドは初めて家賃取立て人と貸家を訪問した時に、銃で撃たれないように、「ノックする時はドアの前に立つな」と教えられたのですが、こうした地味な仕事だけでは飽き足らず、不動産事業の中心地に殴り込みをかけ、収益を倍増させようと考えたのです。
後年、フレッドは、ドナルドが高価な大理石やガラスをふんだんに使って建てたトランプタワーを見にきたのですが、その時、「４～５階まではガラスを使っても、その上はレンガでいいのではないか」と述べています（前掲書P57）。
フレッドはクイーンズ区やブルックリン区での商売の発想に止まっていましたが、ドナルドはセレブ向けビジネスに踏み込むことで、父を乗り越えていったわけです。
マンハッタンへの大規模投資に挑戦
トランプが大躍進したのは「土地の値上がりなんてあるわけない」と誰もが思った不景気の頃に土地を安く大規模に買い、その後の景気好転の波に乗ったからです。
これは、言うは易く行うは難しです
トランプは著書『あなたに金持ちになってほしい』にて、この頃を「私がマンハッタンに引越し、ビジネスを始めたばかりの頃は、この町は破綻するのではないかとみんなが噂するほど不動産市場が冷え込んでいた」（P139）と回顧しています。
この時に、逆張りで値段が下がった不動産を一気に買い込んで、その後の景気好転時に大儲けしたことが、巨富をもたらしました。
「恐怖がさらに恐怖をあおり、町に対する市民の信頼が揺らぎ始めた。これは新米不動産デベロッパーにとって理想的な環境とは言いがたかった。だが私は、この問題をすばらしいビジネスチャンスととらえた。私にとってマンハッタンは世界の中心だったし、今現在、どんな金融危機に陥っていようと、自分もその世界の一部になろうと決めていたからだ。だから、当時この町に蔓延していた恐怖によって、私の野心や勇気が燃え立つことはあっても萎えることはなかった。ハドソン川沿いの広大な地域――未開発だった百エーカー（約十二万坪）の河岸の土地――について考え始めたのはその時だった」（『あなたに金持ちになってほしい』P139）
ペン・セントラル社の土地を一気に買収
トランプは、大手鉄道会社のペン・セントラル社が倒産した時、ハドソン川沿岸の土地を6200万ドルで買おうと試みます。
この経緯を『交渉の達人トランプ』（P89～91）からまとめてみましょう。
- 1974年にアッパーミドル対象の高級アパートを二カ所で計3万戸立てる計画を発表（当時のトランプグループの保有戸数は24000戸。大博打だった）
- この物件はフィラデルフィアの連邦地裁の管理下にあったので、認可が降りなければ入手できず、工事着工前に市からの指定地変更が必要（認可と指定地変更がなければ、全ての仕事が水の泡となるリスクあり）
- 1975年にやっと承認。売却したベン・セントラルはここで営まれた不動産事業から上がる収益で6200万ドルを手にするとされた。
- ドナルドは市に、アパート建設費は10年で10億ドルかかるが多くの雇用を生むことを強調し、公的援助と指定地変更を勝ち取る。
結局、トランプがアパート完成後にペン・セントラルに利益分を支払うのはアパート完成後とされたので、10年間の支払いはゼロになります。彼は10年後の支払いを約束するだけで、市からの援助を受けながらアパートを建設してしまいました。
アメリカ人の多くは、この荒業に度胆を抜かれたのです。
グランドハイアットとトランプタワー建設
さらに、トランプはホテルチェーンのハイアット社とともにベン・セントラルが年150万ドルの赤字を出していたコモドアホテルを1000万ドルで買収しました。この時にも、トランプは大儲けできる仕組みをつくっています（『交渉の達人トランプ』P106～108）。
- ベン・セントラル社は1000万ドルで支払滞納の税金を市に払い、ドナルドは購入したホテルを99年契約で借り受ける条件で１ドルで都市公団に売り渡す（99年後、市の資産になる）。
- こうすることで都市公団に退去しないテナントの立ち退きを行わせ、建築物の改良資金を市の基金から出させる。
- トランプは年に25万ドルの賃貸料を支払うが、40年間、年400万ドルの資産税を100％免除される。この免除でホテル料金を下げ、儲けることができる。
かくしてコモドアホテルは、グランドハイアットという高級ホテルに姿を変えました。その後、彼はティファニーの隣にあるビルを買い、トランプタワーを建設します。
トランプタワーは地上50階で高級店舗と高級アパートが入り、当時の金額で売上高は3億ドル。総工費は2億ドルでした。
トランプについてあれこれと悪口を言う人は多いのですが、グランドハイアットもトランプタワーも、超一級クラスの建築物であることは間違いありません。
同氏も「ニューヨークでは、最高のものを手に入れるために、みんないくらでも金を払う。ただし、少しの妥協もない、本当に最高のものでなければだめなんだ」と述べていますが、最高品質のブランドをつくり、「ファンタジーを売る」ことに成功したわけです（『交渉の達人トランプ』P215）。
不動産と政治はつながりが深い
この時の商売の仕方を見ると、値下がりした物件を狙ったり、市からの減税や支援を組み込んで利益率を上げたりする手法が父フレッドと似ています。
ドナルド・トランプは、税の軽減や公的な支援などを実現して儲けることが多いわけですが、その際には、財政難の時代に値下がりした土地や経営不振のホテルを買って出た自分をPRし、事業によって雇用の創造が生まれることを訴えます（『トランプ自伝』P144）。
- 「死に瀕した街のうらぶれた一角にある経営不振のホテルを買おうというようなデベロッパーは、私以外にはない」
- 「銀行に対しては、市の再建に協力する意味で、銀行には新規事業に融資する道義的責任がある」
- 「市に対しては、大規模な税の軽減を認めることは、市にとってもさまざまな利益をもたらす」
- 「ホテル再建により建設とサービスに関連した何千という新たな雇用をうみだし、環境の悪化をくい止めることができる」
トランプはニューヨーク市の財政危機をチャンスとして捉え、雇用の創造と経済効果をPRし、政治家の心を動かします。非常に政治的な動きにも長けているわけです。
「先見の明」が富を生む
トランプについては、「不景気で赤字のニューヨーク市から安く土地を買って、その後に儲けた云々・・・」という話がよく書かれていますが、第三者が後追い的に書いた客観的な記述を見ても、この挑戦の重要性は全然、伝わってきません。
後から見たら、「そこで買ったら儲かる」ことは誰でも分かるのですが、サブプライムショック後の株価上昇を誰もが読めなかったのと同じように、当時のニューヨーク市でトランプが買った土地の値段が上がることを読めた人は少なかったからです。
投資の成功談は、コロンブスの逸話とよく似ています。
コロンブスが新しい世界を「発見」して帰った後、「そんなの、だれでもできるじゃん」と言われ「それなら、卵を立てて見ろ」と反撃した話（誰も立てられず、コロンブスは卵をつぶして立てる）がありますが、ここでいうコロンブスが成功する投資家にあたり、「誰でもできる」と文句を言う人が、自分では買わずにあれこれ言う評論家に相当します。
後から評論するのは簡単ですが、リアルタイムで「ここで買うべきだ」と決断して、コロンブス的な冒険に踏み出して儲けることは難しいわけです。
トランプが当時、ニューヨーク市で大規模投資に挑戦し、大成功したのは、こうした「先見の明」があったからです。
最後に、『トランプ自伝』に書かれた成功の11の秘訣「トランプの手札」を紹介して、締め括りとします（P63-82）

※その後、トランプはカジノ・タージマハルの破たんなどを経て、破産し、その後、不動産価格回復で立ち直ります。さらに、メディアに出て、視聴率男になり、知名度を高めました。

追記：大統領選の勝因は何？
トランプが大統領選に勝利したので、その要因についても考えてみます。
2016年の大統領選に関して、決戦が本格化した9月から話を始めてみます。
この選挙は大番狂わせの連続でしたが、トランプ周辺では、三つの常識破りの出来事が起きています。
常識破り①：白人票獲得に舵を切った暴言戦略は大当たり
この選挙では、ヒスパニック系への配慮を切り捨て、白人票獲得に重きを置いたトランプのメディア戦略が大当たりしました。
ピュー・リサーチ・センターが6月に行った調査によれば、ヒスパニックからの支持率はクリントンが66%、トランプが24%。そして、トランプは白人からの6割程度の支持率を集めていました（産経 2016.9.22「家族引き裂くトランプ政策に危機感 フロリダ州、政治力を渇望するヒスパニック」)
10年に一度、行われる国政調査の統計では、ヒスパニックもしくはラテン系の人が増え、白人が減る傾向が出ています（以下、2000年の比率⇒2010年の比率）。
- ヒスパニックもしくはラテン系：12.5％⇒16.3％
- 非ヒスパニックもしくはラテン系：87.5％⇒83.7％
- 白人（”White alone”という項目）の比率は69.1％⇒63.7％
2010年のデータなので、今ではもっと白人比率が減っている可能性があります。
トランプは、米国が白人の国ではなくなりつつあることに苛立つ民衆に呼びかけています。ヒスパニックもしくはラテン系の人々の票を減らしてでも白人票獲得を目指したわけです。
トランプの暴言の破壊力により、予備選のライバルはノックアウトされ、彼は固定支持層を頼りにして本選に殴り込みました。
常識破り②：圧倒的な資金量の差とマスコミの全面批判を覆した
マスコミ支持やお金の量では、圧倒的にヒラリーのほうが有利でした。
産経新聞（2016/11/12：3面）によれば、全米発行部数上位100社のうち、トランプ氏支持は2紙のみ。クリントン支持はワシントンポストやニューヨークタイムス等を含む57紙です。
お金に関しても、ヒラリーは6月頃にトランプの32倍の選挙資金を集めていました。（「選挙資金、クリントン氏が圧倒＝トランプ氏の32倍－米大統領選」時事通信2016/6/21）
「連邦選挙委員会の報告書によると、トランプ氏が集めた選挙資金は１３０万ドル（約１億３５００万円）なのに対し、クリントン氏は４２００万ドル（約４３億８０００万円）以上と、約３２倍の差がついた。クリントン氏の政治資金団体「スーパーＰＡＣ（政治活動委員会）」は、これとは別に５２００万ドル（約５４億３０００万円）を用意している。一方、トランプ氏には大口資金提供者がおらず、５月には自腹で選挙資金２００万ドル（約２億円）を賄った」
これだけの差を覆したわけですから、トランプの勝利は、前代未聞の出来事です。
常識破り③：共和党から十分な支持を得られない中での勝利
トランプが大統領候補者となった後、共和党側ではゴタゴタが続いていました。
共和党有力者から不支持表明があいつぐ異例の事態が生じたからです。
- ヘイデン元CIA長官などの共和党政権元高官ら50人が投票せずと宣言した書簡を公開（トランプ大統領は「危険」共和党元高官50人が不支持2016/8/9 共同通信）
- WSJ紙が大統領経済諮問委員会の元委員に行った調査で共和党の元委員17人のうち、トランプ氏の支持者がいないことが判明（不支持６名。「トランプ氏、歴代大統領の経済顧問にもファンなし」8/26）
- ライアン下院議長は不支持表明
- ブッシュ父子（元大統領）とジェブ・ブッシュ（元フロリダ州知事）も不支持
過去の政権で仕事をした共和党有力者の反応が厳しかったのは、やはり、トランプが当選した場合、自分が残した仕事が覆されてしまうからです。
トランプは共和党側からの支持を十分に得られないまま、支持者となった「民衆」を頼りに大統領候補討論会に挑みました。
第一回討論会の経済論争を見てみると･･･
第一回テレビ討論会は9月26日に開催されました（会場はニューヨーク市郊外にあるホフストラ大学、時間は90分）。
議題は米国の進路、繁栄の実現、米国の安全保障の三つでしたが、そこから、代表的な議論の一コマとして、経済面の主張を取り上げてみます。
※以下、この節の「」内は、日本経済新聞電子版「米大統領選テレビ討論会の主なやりとり（１）」2016/9/27付から引用。
【税制】
トランプは富裕層減税を批判され（後述の引用部）、「富裕層を厚遇すれば、ビジネスが活性化する。雇用を創出することで、中間所得層に大きな恩恵を与えることができる」と反論しましたが、私は金持ちだと公言してはばからない同氏が言うとあからさますぎるので、選挙戦のPRとしては疑問が残ります。
ヒラリーはその隙を見逃さず、「トランプ氏が主張する国民の上位10％（富裕層）の税金を削減するやり方では我々の経済成長はない。トランプ氏は非常に恵まれた人生を送り、お父様からもらった1400万ドルでビジネスを始めた。それとは対照的に、私の父は中小企業のオーナーだったが、働きに働いて事業を支えた」と指摘。
【貿易政策】
貿易政策ではトランプが攻め込みました。もともとTPP推進、自由貿易推進の側にいたヒラリーは支持獲得のために反対側に変ってしまったからです。
「ＴＰＰについてクリントン氏は当初賛成していたが、私が反対を表明したら、突然意見を翻し、反対に転じた」という批判に対して、クリントン氏の「貿易協定については様々な意見があるのは確かで、重要なのは国民の所得を拡大させることだ」という返答は冴えません。
賃金が高い米国がメキシコやブラジルなどの新興国に追われる立場になるのはしかたがなく、米国は高品質の製品をつくるしかないはずですが、選挙戦では、こうした経済合理性に基づいた主張は「冷たい」と評価されてしまいます。そのため、ヒラリーはTPP賛成から反対にくら替えしたわけです。
ヒラリーは「過去30年間、職が我が国から逃げていくのを黙認してきた」という批判に対しては、政策責任者としてもっと筋の通った返答をすべきでしたが、「貿易だけが我が国の経済に打撃を与えているわけではないが、貿易協定については専門家に問題点を挙げてもらう」などと話を濁していました。
第一回討論会は全米で8000万人以上が見たとされ、CNN世論調査では62％がクリントン勝利（トランプ勝利は27％）と回答しています
第二回討論会前に一大スキャンダルが浮上
全体的には、マスコミのほとんどはクリントン側につき、猟犬の群れが獲物を追うかのごとくトランプ包囲網の輪を狭めていきました。
そして、同氏に不利な情報が次々と「爆弾」となって炸裂し、トランプ陣営はその火消しに追われています。
その中でもっとも強烈だったのがワシントンポストの「一撃」です。
トランプが2005年に、TV番組「アクセス・ハリウッド」収録中に女性蔑視的な発言をしていたことがWP紙（2016.10.8）に音声と映像で暴露されたのです。同氏は番組で男性一名とともに共演予定の女優を撮影会場に待合せ、会場に案内したのですが、同氏は女性が来る前に、男子ロッカー内で交わされるような公にできない会話をしていました。その内容が動画で放映されたわけです。
さしものトランプも、これはまずいと考え、今日中に急いで「私が悪かった」と謝罪したのですが、これはメラニア氏と結婚してから日も浅い頃の出来事だったので、大統領候補としてのモラルの欠如を内外から厳しく批判されることになりました。
これに関しては、クリントンだけでなく、共和党のジェブ・ブッシュやロムニー（12年の候補者）、プリーバス全国委員会委員長、ライアン下院議長からも批判が出、手痛い一撃になりました。
「米共和党、元議員３０人が書簡でトランプ氏不支持を宣言」（CNN 2016.10.7）等と、厳しい反応がトランプにつきつけられます。
発言のブレで、トランプは政策の信頼度が危ぶまれた
この頃、副大統領候補討論会でペンスがプーチンを危険視する発言をした後、トランプがプーチン評価を撤回しました。
「イスラム教徒の入国禁止」に関しても、トランプは主張を緩めています。ペンスは、トランプが今、この立場を取っていないと6日に述べたからです（産経2016.10.7「トランプ陣営が軌道修正、イスラム教徒の入国禁止」）
政策がいつの間にか変わり、規制緩和についても、従来、10％削減としていたものが突然に70％削減にまで上がっていたりと、根拠不明な発言が繰り返されています（ロイター2016.10.6「トランプ氏、米大統領に当選なら規制を70％廃止へ」）。
トランプは第一回討論会でヒラリーがTPP反対から賛成に転じたことを批判しましたが、本人が本選投票前の一カ月前に政策を変えたり、根拠不明な数字を出したりしているので、とても人のことを言えた義理ではありません。
第三回討論会では司会者がやや公平に
その後、ラスベガスで開催された第三回テレビ討論会（10月19日）の司会者は公平だったので、劣勢の中でトランプ氏も反撃しました。
討論は最高裁長官を誰にするか、という話から始まりました（以下、「」内は日経電子版「米大統領選第３回討論会 主な発言」〔2016/10/2〕から引用）。
クリントンが「最高裁は、すべての米国人を代表するものであるべきだ。大企業やお金持ちの意見を反映するものではない」という、民主党の従来のスタンスを述べた後、トランプが「最近の最高裁では、銃を保有する権利を認めた憲法修正第２条が尊重されていない」「中絶に反対するような保守的な価値観を持ち、憲法修正第２条を順守する人物を選ぶ」と発言しています。
女性侮辱発言の釈明から始まった第二回に比べると、わりと普通の討論会の始まり方でした。その後の論題も、銃の保持や中絶といったよくあるトピックに移ったので、このあたりは司会者の配慮が働いていました。
（クリントンは銃保持権は認めるが何らかの規制は必要、中絶は女性の権利という立場。トランプは銃保持権の強力な擁護者で規制に反対。妊娠後期の中絶に反対）
そして、やはり焦点になったのが移民問題で、トランプは「クリントン氏は不法移民に米国に滞在する権利を与えようとしている。これは大惨事につながる。また何年間も待って正式に入国する権利を待っている人たちに対して不公平だ」「麻薬を持ち込む悪人をこの国から追い出さなければならない。国境警備を厳しくすべきだ。壁を作るべきだ」と持論を熱弁しています。
これに対してクリントンは「トランプ氏は不法移民を強制送還すべきだと主張している」と指摘し、これをやったら「警察官などが学校や住宅、職場などを見回り、捕まえた人たちをバスなどに乗せて国外に連れ出す風景が日常になる。これはアメリカ本来の姿とは異なる」「国民が２分してしまう」と反論。
そして、メール問題が相変わらず尾を引いているクリントンは、トランプはロシアとつながっていると主張し、話題を反らします。
「ロシアは操り人形としてトランプ氏を利用しようとしている。こんな人物に『核のボタン』を任せるわけにはいかない」
何か困ったことがあったら、プーチンのせいにすればよいので、外国の敵キャラは、政治家にとって意外と有用な存在なのです。
これに対して、トランプは操り人形説を否定し、「プーチン氏は優秀だ。クリントン氏はシリア問題など外交戦略では完全にプーチン氏に劣っていた」と主張。民主党政権がふがいないと考えている人の本音の代弁を試みました。
そのほか、トランプは日韓、独、サウジにアメリカに守ってもらう代価を払うべきと主張し、ビル・クリントン大統領以来の自由貿易路線を批判（NAFTA脱退）。減税を訴えています。これに対して、クリントンは同盟維持や中間層重視の経済政策、最低賃金引き上げなどを主張。
結局はディスり合戦なのですが、その主張は以下の二つが代表的でした。
「クリントン氏は30年間政治に関与してきた。なぜ何もしなかったのだろう。あなたの下で国務省は60億ドルを喪失した。あなたが大統領になったらこの国が大混乱に陥ることは間違いない」（トランプ）
「私がウサマ・ビンラディン奇襲作戦をモニターしているその日に、トランプ氏はテレビのリアリティー番組に出演していた。この30年間にこの国のためにした行動の比較であれば喜んでしましょう」（ヒラリー）
ヒラリーから見れば、30年間、政治活動をしていないあんたに言われる筋合いはないわよ、という主張になります。
しかし、トランプがリアリティー番組に出ていたのは、それが彼の当時のメインの仕事なので仕方がありません。
討論会が終わった時の光景を見ると、クリントンはうれしそうな笑顔で会場から自分を支持してきた仲間のほうに歩いて行き、握手その他をしながら記者に勝利を印象付ける写真を取らせていました。
しかし、トランプはぶすっとした顔で会場に立ち、息子や娘しか周りにはいませんでした。
討論会自体はヒラリーの勝ちだったわけです。
特に印象が悪かったのは、トランプの女性侮辱発言の釈明でした。

討論会でもトランプはビル・クリントン批判で話を逸らしただけだったので、結局、ヒラリーの「あなたは謝罪していない」という連呼に説得力を与えてしまいました。
（動画を見ると、「ロッカールームの会話なんだ」と言い訳しても、「いやいや、あんたの本音でしょう」という聴衆からの冷たい視線がトランプに刺さっています）
討論会だけでは大統領選に勝てない：ゴアと同じパターンになったヒラリー
大統領選テレビ討論会を巡る前例ではケネディ対ニクソンの事例が有名ですが、この時、最後の得票率はケネディが49.7％、ニクソンが49.6％でした。
討論会以前はニクソンがやや優勢だったのにケネディはテレビ討論会で有権者の好感度を高め、僅差で勝利を勝ち取っています。
当時、テレビを見た人はケネディの勝ち、ラジオを聞いた人はニクソンの勝ちと判断したのですが、前者の比率が多かったので、ケネディは勝ったのです（佐藤則男『なぜ、ヒラリー・クリントンを大統領にしないのか』P140~142）。
普通、大統領選では「どちらがより望ましいか」が競われるのですが、今回の戦いでは「どちらが嫌か」を決めるという残念な展開になりました。
今回と似ている先例は、アルゴアVSブッシュJｒのバトルです。
秀才ぶりを発揮してブッシュをやり込めたゴアは討論では優勢だったのですが、態度が傲慢だったので人気が出ず、最終投票では僅差で負けてしまったのです。
FBIのメール再捜査という最後のサプライズが炸裂･･･
その後、ヒラリー当選が確実視される最後のレースの途中で、FBIによる同氏メールへの再調査開始が報じられ、大統領選に「オクトーバーサプライズ」が起こりました。
10月17日にFBIが公表した報告書ではクリントンのメールを国務省が公開する前に事前に5通のメールをFBIに示し、FBIがその1つに機密情報が含まれていると返答した時、国務次官からその情報の機密指定を解除するように圧力をかけられたという記述があると報じられています（産経10/19：9面）。そうすればヒラリーのメールが人畜無害なものになるからです。
前掲のAFP通信記事では、以下のように報じられています。
「FBIのジェームズ・コミー（James Comey）長官は上下両院の各委員会委員長に宛てた書簡で、一連の新たなメールに機密情報が含まれていたかを判断する「適切な調査」をFBIが行うと説明。さらに、これらのメールが「調査に対して持つ重要性を評価」する意向を示した」（AFP通信 2016/10/29）
二人は以下のように主張しました（日経電子版「トランプ氏、最後の反撃 ＦＢＩがクリントン氏の捜査再開」2016/10/30）。
【トランプ】
「クリントン氏が犯罪計画を大統領執務室に持ち込むのを許してはならない」「ウォーターゲート事件以来、最大の政治スキャンダルだ」
【クリントン】
「選挙直前にこのような断片的な情報でしかないものを出してくるのは大変奇妙な話だ。実際、奇妙なだけでなく、前代未聞であり、大いに問題がある」
その後、11月6日にFBIのコミ―長官は民主党やオバマ大統領等からの批判を受け、クリントン氏を訴追しない方針を固めました。
しかし、僅差の選挙だったので、これはかなりインパクトがあったはずです。
異常な勝負強さを発揮したトランプ
三つの常識破りを経て勝ったトランプの選挙戦略は倫理的にはもろもろの批判を浴びましたが、非常に効果的でした。
討論会は失敗したものの、勝ちにもっていけるだけの強運（コミ―FBI長官のメール再捜査など）もありました。
トランプが勝ったことで米国民はスキャンダルの有無だけで大統領を判断しないことが明らかになったのも事実です。
よく考えてみれば、ビルクリントンも性的な問題を起こしながらも高支持率でした。ヒラリーは、米国民はそれだけで指導者を判断しないことを忘れてしまったのでしょう。
「トランプのほうが税金が安くなるなら、こっちに入れる」という判断をした人が多かったのでしょう。
この選挙の教訓は世論調査を盲信することの恐ろしさ（実地情報がない人は専門家でも予測が大外れ）ですし、通説や常識が当てはまらない「乱世」が始まっていることが明らかになった、ということでしょう。
トランプ当選は既存のモデルが崩壊し始めていることを教えてくれました。
トランプは既存の体制への不信感の拡がりを察知し、突破口を開いたわけです。
その是非は、今後の政策の展開で判断すべきでしょう。
