Since the end of 2016, an unprecedented political crisis is progressing in two provinces of Cameroon English-speaking countries. A group appealing to separate independence in the English-speaking world has become apparent, and the collision between armed groups and security forces is increasing. In October 2018, many political voters in the English-speaking world can not vote because of security deterioration, but Paul · Villa, who holds power of the country for over 30 years, was re-elected as president, but the future of Cameroon is still uncertain. An independent faction who kidnaps teachers and students and demands ransom and an army to repress indiscriminately. People in the Cameroon English-speaking countries that are being pinched by them are waiting for the position negotiations to begin in the area they live. Most of them could not go voting for the presidential election held on October 7, 2018 due to deterioration of security. As expected, President Paul Villa, who was in power in 1982, was reelected with a 71% vote rate. Mr. Villa says Mr. Maurice Kant (14% vote) of eight competitors, in particular "Cameroon Regeneration Movement" (MRC), Mr. Joshua Osi (3% vote) on the Social Democratic Front (SDF) He won the prize largely. Mr. Villa 's historic rival in English - speaking SDF' s vote rate was low because of all forms of attacks and violence in the English - speaking world, the voter turnout in the area did not reach 5%. From November 2016, people close to 300,000 people had to evacuate from their homes.

Cameroon, a German colony, was divided into Britain and France since 1918 [World War I ended]. As a result of the referendum held on February 11, 1961, the division of the British Cameroon was approved and the residents of South Cameroon decided to integrate into the adjoining Cameroon republic independent from France in 1960. On the other hand, residents of North Cameroon elected to consolidate to Nigeria. Today, about 5 million English speakers in Cameroon (population of Cameroon as a whole is 24 million) live in two states called North West and South West Provinces along the border with Nigeria (see map). "Southwest province is definitely the most important area in Cameroon because of oil production and agricultural industrial development," explains Economist Du Donne Essonba. "In fact, this area alone produces 45% of foreign currency income." (Accounting for 12% of GDP) Most of the country 's petroleum is mined offshore in the English - speaking region.
Hatred for French speaking countries

Since November 2016, in these two English-speaking provinces, the movement of separatists promoted by riots by lawyers and teachers is spreading. They are protesting against the excessive centralized control by the government. The Constitution guarantees bilingualism and cultural diversity, but the government is compelled to use the norm inspired from Roman law. However, these norms are incompatible with Common Law of origin originating in Cameroon English-speaking UK. Residents in the English-speaking area regard this as a provocation, and another provocation is added there. Teachers from French-speaking countries are plannedly arranged for English teachers in English-speaking schools! In such a tense atmosphere, the South Cameroon National Congress (SCNC), an exercise that gained the support of some Cameroonians living abroad, declared the separation of "Ambazonia" on October 1, 2017. Autonomists named their "country" name from the name of the bay located in the south of Mount Cameroon (4,070 meters above sea level, highest peak in West Africa). They have even the (blue and white) national flag .... According to Amnesty International more than 400 people have died since the declaration of "Ambazonia Republic". Adjacent areas that accept the majority of 300,000 refugees also face a humanitarian crisis. In addition, 25,000 people were forced to evacuate to neighboring Nigeria.

The appointment of two ministers from the English-speaking world who are faithful to the president in March 2018 only caused frustration in this area. Mr. Poline · Narova · Lyonga · Ebbe was the president of the University of Bue, the university he came from, but suddenly he was elected to the Minister of Secondary Education despite terrible reputation. At the time of the protest campaign in 2016, she has a past that she called police and gendarmeries to control students doing the strike. According to Paul Erik Kinge, who is responsible for the campaign campaign of Mr. Kant [candidate defeated by Mr. Villa in the presidential election] that he appointed Mr. Paul · Athga · Ng as a foreign minister of territory control " The last drop that caused the water to overflow ". Hurriedly to resume dialogue, his arrogance sent to the local Bamenda town stand out. Mr. Ning Roger Mubibi, an English speaker and a doctoral student living in Yaounde, the capital city, for 5 years ago, was particularly worried about what he calls "betrayal of English-speaking elites (1)" It seems to be. It begins with prime minister Philemon Young's betrayal. He was slandered at his own community, so he did not return to his village for voting. Mr. Villa's other English-speaking colleagues were all influential of the Cameroon People's Democratic Union (RDPC), a presidential party formed in Bamenda in 1985 in place of the Cameroon National Association (UNC) of Amadou Ahyejo It is a party member. According to Mr. Mubibi, they not only failed to calm the tense situation but also "poured oil on fire"

The resentment against residents of the French-speaking world seems to have become established today [in English-speaking people]. "Many of the fighting young people are doing drugs, they are driven only by the hatred of the French speaking population," Mr. Ring King Christopher Nvé asserts to us. He is one of the three lawyers in charge of defense of the separatists who were arrested in January 2018 in Nigeria, which has been an unchanging alliance since Mr. Biafra war (2) It is a person. "I participated in the election campaign of Maurice Kant, for the love of my country, just to avoid the collapse of Cameroon from the inside." After being handed over as a criminal, the insurgents are kept confined in "somewhere in Yaounde" and are waiting for military trials to be tried.

Cameroon's economy is hit by this prolonged conflict. The transportation of products (cacao, rubber and other products) from the crisis is interrupted, the economic activity of Douala Port, the economic center, is dull. Economic activity is also declining by 10% even at Kuribi Port, which is about 100 km apart. From January to May 2017, the government tried to block access to the Internet in the English-speaking world to contain the protest movement, but economic activity paralyzed until the government changed the policy.

Mr. Villa's former minister, Mr. Kant, a lawyer who played an important role when the oil-producing Bakashi Peninsula belonged to Cameroon in 2008 (3), is currently the President of the President who will not give up his position It is considered to be the political enemy of the number. He was a witness of violence committed by the army in the English-speaking world. "Security forces in the English-speaking world exercised excessive military force during a peaceful demonstration to commit a serious human rights violation," he said after his meeting in Bahamasam, the election foundation of him I condemned. "They also committed a sweeping operation, committing arbitrary arrest at that time, committing a crime of killing murder and dozens of villages." Mr. Mubibi accuses a threatening strategy deployed in the two districts of Yaounde in the capital on September 23, several days before the vote. About 50 people in English-speaking countries were arrested there. According to the announcement by Amnesty International, those who were illegitimately interrogated were "released on September 24 after paying security forces" (4). "People in the English-speaking countries are tolerant of the arrogant attitude of civil servants in French-speaking countries, being able to go to Yaounde to receive public documents, but despite such harassment, they want to live together Cameroon's will will not change at all, "Mbibi highlights.

Shocked by the chain of violence, all opposition candidates demanded the government to conduct political dialogue with English speakers. First of all it was important to discuss the shape of the state. Because in 1972 the original federal system was abolished by President Ahyejo. Mr. Ahijo was Mr. Villa's leader and thought that the administration of the federal system cost too much for the administration of the country. The centralization which was trusted by the referendum became a clue to derail slowly into a dictatorship system. The current president, the French government is behind the scenes, is increasingly violently suppressing political and social protests.

Even though the present system is forcing a tremendous sacrifice in the country, residents in the English-speaking area think that they are most afflicted. Some people would like to push "decentralization" like Mr. Kant and his young rival Cabral Libby. The first step will be to apply the law on decentralization dead which has been dead since 20 years ago. Some people mention the revival of the federal system. In any case, a strong demand for the administration sticking to the unity of the state, that it is necessary to recognize further autonomy in the English-speaking country was seen in this presidential election. Even if the opposition party can not unite to acquire the administration based on this basic perception. Mr. Villa's Cameroon People's Democratic Union (RDPC) condemns opposition as trying to make election campaign "ethnic problems" by fueling regional divisions and is the only being able to guarantee the president to fuse the nation I argue.
Controversy on unemployment rate

Speaking of candidacy Villa, we elected to visit only the North Atlantic during the election campaign. Supported by 1.9 million voters, this province was the site of numerous attacks by Boco Hallam. Since Cameroon and Nigeria signed an agreement permitting investigation within the territory of their neighbors, [Boco-Hallam's] invasion to this part has decreased. However, according to local human rights organizations, assault and looting continues. The President came to this elongated state capital city, Marua, between Nigeria and Chad, told young people despairing about peace and road construction and promotion of tourism.

In Cameroon, the unemployment rate is controversial. Estimated the national employment fund as 4%, the situation is the worst Yaounde, 14%, Douala 12%. According to the labor union, the national average is 13%, in Yaounde it is 30% and in Douala it is 22%. In the English-speaking countries it is said to have risen rapidly to nearly 40%. Many people who were born and raised under Villa have judged so far that it is useless to register [to voters list] and get voter cards. Students with a major in political science predict, "It will not be the case in Parliamentary elections and city council elections to be held in 2019." For Mr. Edu Girl Quart who is a French speaker who studied in the English-speaking world, the fact that President publicly condemned "self-sacrificed person" in Marua 's speech and botherly mentioned the crisis in English - It is not to listen to the voice of the international community, especially the IMF's fear of pressure. Cameroon's debt ratio is high, and it continues to rise.

In June 2018, following the report of Amnesty International (5), British and German parliaments accused "act of violence by military and security forces". Prior to that, US ambassador to Cameroon, US ambassador Peter Henry Ballarin, accused the Cameroon army of "assassination operation" aimed at fighting English-speaking isolation factions. Ambassador advised President Villa to "think about his future." Cameroon English speaking confusion may have dangerous geopolitical impact. Besides that Boco Hallam is causing terrorism on both sides of the border between Cameroon and Nigeria, in addition to Nigeria

There are separate independence groups and foreign mercenaries are invading from Central African Republic. The United States, which publicly condemns the corruption that was revealed in the presidential election on October 7, is worried about this situation. Speaking of France, he invited Mr. Villa to the Peace Forum held on 11 November in Paris (in the end he did not participate). Despite Mr. Villa being re-elected to the president.
