＜他国のことには関わり合わない方針だったはずなのに、イデオロギー戦争の一環として野党を強力に支援＞

フアン・グアイドは、目まいがするような気持ちに違いない。ベネズエラの野党陣営を率いるグアイド国会議長は、国際的にはほぼ無名だったが、マドゥロ大統領に代わって「暫定大統領」に就任すると宣言し、一挙に世界の注目を集める存在になった。

マドゥロは退任を受け入れておらず、ベネズエラでは2人の大統領が併存する状態になっている。アメリカ、イギリス、フランス、ドイツ、オランダ、ブラジル、アルゼンチン、カナダ、日本など多くの国がグアイド支持を表明している。

なかでも真っ先に熱烈な支持を打ち出したのがアメリカだった。トランプ米大統領は16年の大統領選以来、アメリカ・ファースト（アメリカ第一主義）を強く訴えてきた。他国のことに関わり合うのはやめる方針だったはずだ。どうしてトランプ政権は、いまベネズエラに介入しているのか。

米政府に対して最も好意的に解釈すれば、自由と民主主義を尊重しているからということになるだろう。ベネズエラ政府は、警察、医療、教育など、最低限の行政サービスを国民に提供できていない。数年前に経済状況の悪化に歯止めが利かなくなり始めて以降、成人の平均体重は約10キロも減った。

標的は「暴政のトロイカ」

難民危機が地域の安定を脅かす可能性も現実味を帯びてきた。現状に抗議する国民に対して、ベネズエラ政府は大量の身柄拘束と拷問、暴行で応じている。殺害された人も130人を超えている。

マドゥロが昨年5月の大統領選で再選されたのは、有力な対立候補の立候補を認めなかったからだと考えられている。ベネズエラ憲法には、大統領選挙が公正に実施されなかった場合は国会議長が大統領職に就くという規定がある。米政府はこの条文を根拠に、グアイドが政権に就くべきだと主張している。

もっとも、米政府を突き動かしたのは政治的動機だった可能性のほうが高い。マドゥロ政権は反米左翼的な性格が強い。米政府は、勝ち目のあるイデオロギー戦争と見なしてベネズエラに介入したようだ。アメリカの一部には、こうしたチャンスを渇望していた勢力がある。

ボルトン大統領補佐官（国家安全保障担当）は昨年11月、ベネズエラとキューバ、ニカラグアの3カ国を西半球の「暴政のトロイカ」と呼んだ。「『暴政のトロイカ』は莫大な犠牲と地域の不安定を生み、唾棄すべき共産主義の揺籃になりかねない......トランプ大統領の下、アメリカはこの3カ国の体制に直接的な行動を取っている」

次のページ内戦に突入するしかないのか

キューバ系アメリカ人のマルコ・ルビオ共和党上院議員も、マドゥロ攻撃の急先鋒になってきた。「トランプ大統領を感化し、関心を引き付けることにより......政権の中南米政策を牽引し、政権の方針を対外的に発信している」と、ニューヨーク・タイムズ紙は指摘している。

米政府は、現実的な戦略上の計算によりベネズエラに介入している面もあるだろう。マドゥロ政権は、アメリカと地政学上の対立関係にある中国およびロシアと友好関係にある。アメリカにとって今のベネズエラの状況は、自国に敵対的な政権を追い落とし、友好的な新しい政権を樹立するチャンスだ。

ベネズエラの状況は極めて深刻に見える。米政府とグアイドは、メキシコ、ウルグアイ、バチカンによる仲介の申し出を突っぱねている。一方のマドゥロも、退陣して友好国に亡命するというシナリオを受け入れるつもりは、ほぼなさそうだ。

ベネズエラは内戦に突入するほかないのか。ベネズエラ駐在の米臨時代理大使であるジェームズ・ストーリーに注目したい。この精力的な外交官が仲介役を担う可能性がある。鋼のように強い意志と朴訥（ぼくとつ）とした愛嬌を併せ持つストーリーに、マドゥロも一目置いている。

時には、こうした人と人との関係が一触即発の地政学上の危機を解決することもある。
